Obama's Handling Of Trade Reorganization Raises Questions About Motive

The Obama administration's failure to give key congressional committees advance notice of its newly unveiled proposal to reorganize the trade agencies of the federal government has led some congressional aides on both sides of the aisle to conclude that the White House may be more interested in the political value of the proposal than in actually getting it approved by Congress this year.
