Members of the African Growth and Opportunity Act (AGOA) are splitting with U.S. importers and lauding the Obama Administration's decision to allow their travel goods to enter the United States duty-free under the Generalized System of Preferences and AGOA programs as those countries seek to diversify exports and make greater use of trade preferences programs.
