Updated: President Barack Obama on Monday (Jan. 11) officially suspended duty-free treatment for South African agricultural products granted under the African Growth and Opportunity Act (AGOA), effective March 15, ratcheting up pressure on Pretoria to implement a deal that would lift restrictions on U.S. poultry.

South Africa has taken a further step toward resolving its ongoing dispute with the U.S. over barriers to meat trade by publishing guidelines laying out how Pretoria will administer a tariff-rate quota (TRQ) giving U.S. chicken exporters additional access to the South African market. But whether the regulation will serve as a starting point toward new market access for U.S. poultry producers is still up in the air.

Turkey did not join the expanded Information Technology Agreement (ITA) concluded last week at the World Trade Organization ministerial in Nairobi, after the United States refused to lift objections it had put on Turkey's final offer over the way certain duty phaseouts were structured, according to Geneva sources.
