U.S. Trade Representative Robert Lighthizer has the authority to negotiate a trade deal with China without congressional approval, analysts say, but some elements of the pact taking shape could run afoul of World Trade Organization rules.
Lighthizer not likely to neet soon with Motegi, according to a Japanese publication.

“I think the deal is going to be made. I think there's a very good chance a deal's going to be made. And I would say, officially, we're doing very well in the deal. But we'll see what happens.”
A China deal would address technology transfers, IP, ag, subsidies that lead to excess capacity, non-tariff measures, currency, film quotas, services access and enforcement.
The Finance chair said if 10 percent tariffs on $200 billion in Chinese goods are increased to 25 percent, “I hope that we have an exclusion.”
Any U.S.-China trade deal on tariffs and trade barriers will mandate that China not competitively devalue its currency and include enforceable transparency requirements, U.S. Trade Representative Robert Lighthizer told the Senate Finance Committee on Tuesday.
“If you don’t achieve what you set out to achieve -- namely the permanent reform of China’s most abusive trade practices -- then walk away.”
“We have hurt them,” he told CNBC, adding that “the documents from two weeks ago advanced enormously. That’s why the president is optimistic about the potential for a deal.”
A senior White House official on Friday pushed back against claims that the U.S. and the European Union were far apart in early trade talks.
Washington state's congressional delegation is urging Lighthizer to prioritize sanitary and phytosanitary issues, specifically for apples, in talks with Tokyo.
“Yes, almost certainly a bilateral agreement with the Vietnamese. It may not even be a formal trade agreement. It may be just elements of what you would see in a full free trade agreement.”
Despite significant progress made between Washington and Beijing since last December, a final trade deal could “fall apart” at the last minute, Secretary of State Michael Pompeo said on Monday.
“There is concern that if China achieved a dominant position in semiconductors, it might attempt to squeeze foreign competitors out of the market or use its lead as a coercive tool by denying or limiting sales.”
