Canada and Mexico late last week filed new formal consultation requests in the World Trade Organization over the U.S. country-of-origin labeling (COOL) requirement, charging the requirement violates U.S. obligations on technical barriers to trade (TBT), national treatment, transparency and rules of origin. They filed the requests as addenda to update their respective December 2008 consultation requests to take into account the U.S. final rule and a Feb. 20 letter in which Agriculture Secretary Tom Vilsack called on meat packers to exceed COOL requirements.
