The government of Canada this week joined its industry in pushing U.S. Customs and Border Protection (CBP) to continue to allow expedited clearance for all lumber imports to the U.S. under two customs programs when the U.S. imposes a new declaration requirement on May 1.

U.S. Trade Representative Ron Kirk said today (April 8) that USTR is still in talks with Canada over a lumber dispute in which the United States plans to impose retaliatory duties on Canadian lumber exports effective April 15.

Clarification: The Coalition for Fair Lumber Imports believes that if Canada still wishes to remedy its breach, it should implement the export tax arrangements described by the Softwood Lumber Agreement panel. The Coalition does not see how a lump sum payment could constitute a valid remedy, particularly given the panel's criticisms of lump sum payments.
