President Barack Obama on Sept. 11 nominated Eric Hirschhorn to head up the Commerce Department's Bureau of Industry and Security (BIS) as Under Secretary of Commerce for Export Administration. If confirmed by the Senate, Hirschhorn would return to the government after more than 27 years in private practice.

Acting Deputy Assistant Secretary of Commerce for Export Administration Matthew Borman yesterday (Sept. 15) signaled that a pending regulation on intracompany transfers (ICT) of dual use items and revamping encryption export controls are likely among the priorities that the Bureau of Industry and Security will identify for an interagency export control review announced by the White House in August.

The departments of Commerce and Treasury have released final rules allowing U.S. telecommunications companies to do business in Cuba under a general licensing policy on payments for authorized telecommunications services in Cuba, according to a Sept. 8 notice published in the Federal Register.

Kim Glas, former legislative director for Rep. Michael Michaud (D-ME), started work on Aug. 24 as deputy assistant secretary (DAS) of Commerce for textiles and apparel within the International Trade Administration (ITA), according to a Department of Commerce spokeswoman.
