An interim rule published this week in the Federal Register implementing the "Buy American" provisions in the American Recovery and Reinvestment Act of 2009 contains country-of-origin rules for manufactured goods that could result in a larger use of foreign components than previous interpretations of such federal procurement restrictions, according to private-sector sources.
