The Senate Appropriations Committee on July 29 approved an amendment to the Financial Services Appropriations bill for fiscal year 2011 that would extend for another year a current provision that allows shipment of U.S. agricultural exports to Cuba prior to receipt of payment but would not seek to lift an existing travel ban to Cuba.

Proponents of legislation that would relax restrictions on travel to and trade with Cuba are facing an uphill battle in the House as they remain short of the votes needed to get the bill out of the Foreign Affairs Committee, to which it was referred along with the Financial Services Committee and the Agriculture Committee.

More than eight months after the departments of Commerce and Treasury released final rules allowing U.S. telecommunications companies to do business in Cuba if they receive a license to do so from the U.S. government, U.S. telecommunications companies are still making no inroads into the Cuban market, sources said.
