A coalition of 75 companies and 36 industry groups have ramped up its efforts to keep the U.S. Customs and Border Protection (CBP) from reviving its plan to eliminate the first sale rule, under which importers pay duties on goods based on the price paid by an original foreign wholesaler instead of the high price paid at the last transaction before shipment.
