Senate Majority Leader Mitch McConnell (R-KY) on Tuesday morning (June 23) took the first formal step toward launching a bicameral conference to reconcile differing versions of a customs and enforcement bill passed by the House and Senate. He did so by making a motion to go to conference on the customs bill, H.R. 644, and then filing cloture on that motion.

Through a political agreement, the leaders of congressional trade committees have agreed to use a conference on a customs and enforcement bill to address at least four unresolved issues that arose in the debate on Trade Promotion Authority (TPA) legislation, and potentially to resolve differences in other trade legislation that the Senate passed earlier this month.

House Ways & Means Committee Chairman Paul Ryan (R-WI) has pledged to members of the House Steel Caucus that he will accept the trade remedy law changes championed by Sens. Rob Portman (R-OH) and Sherrod Brown (D-OH) in the Senate version of the customs bill when the legislation is conferenced, according to a Ways & Means spokesman.

House Speaker John Boehner (R-OH) on Thursday (May 14) said it is “doubtful” that the House will be able to consider Trade Promotion Authority (TPA) and other trade legislation now being considered by the Senate before Congress adjourns for the Memorial Day recess at the end of next week.
