The European Commission believes that the U.S. has some new flexibility on the so-called Special Safeguard Mechanism (SSM), which was the issue at the center of a breakdown in late July of Doha round ministerial negotiations. The SSM is an agricultural safeguard for developing countries to shield against import surges or price declines.

GENEVA -- African, Caribbean and Pacific (ACP) countries have made a counterproposal to the banana deal struck between the European Union and Latin American exporters this weekend, demanding a smaller initial tariff cut and a longer implementation period.
