Senate Foreign Relations Committee Chairman Robert Menendez (D-NJ) and Sen. Ed Markey (D-MA) have charged the Bureau of Industry and Security (BIS) may have violated U.S. law restricting exports of crude oil by allowing exports of minimally processed light crude -- known as condensates -- without a formal rulemaking process and a formal presidential finding that they can go forward.
