Assistant Secretary for Export Administration Kevin Wolf yesterday (Nov. 18) said that the administration may publish sometime in late March or April next year a final rule moving items from the United States Munitions List (USML) category on spacecraft and satellites to the less stringent Commerce Control List (CCL), if all goes “perfectly.”

The shutdown of the U.S. government resulted in the cancellation of high-level talks on trade in Asia and Europe, looser enforcement of trade sanctions, and imports of alcohol being backlogged at the nation's ports, according to a Nov. 7 report from the Office of Management and Budget (OMB).

As the U.S. government shutdown enters its second week, it is impairing the government's ability to perform basic trade functions, such as the ability to carry out antidumping (AD) and countervailing duty (CVD) investigations, administering export control licensing and enforcing sanctions as well as export financing.
