The chairman and president of the Export-Import Bank has told Senate Republican critics of the bank that the institution has “broad discretion” to wind down its operations as it sees fit after its June 30 charter lapse, noting that the bank is not terminated on that date and that it is authorized to continue exercising its functions for purposes of “orderly liquidation.”
