Despite the opposition of a key Senate Republican, Export-Import Bank Chairman Fred Hochberg is still optimistic about the chances for the Senate to approve President Obama's pick to serve on the bank's board, citing inroads the nominee has made with members of the Senate Banking Committee and a new public push by U.S. companies.

Senate Banking Committee Chairman Richard Shelby (R-AL) said this week he is not inclined to have his committee consider President Obama's nominee to fill a Republican seat on the board of the Export-Import Bank, but would not rule it out.

At the Democratic presidential candidates' debate Sunday night (March 7) in Michigan, Bernie Sanders continued to draw a distinction between his longstanding opposition to trade deals and Hillary Clinton's mixed record, which she deflected in part by highlighting Sanders's opposition to the Export-Import Bank and claiming the state gained manufacturing jobs during her husband's administration from 1993-2001.

Although Congress this week reauthorized the Export-Import Bank through a long-term transportation bill, the bank will still be limited in its ability to finance U.S. exports because its board lacks the quorum of three directors necessary to approve transactions worth more than $10 million, such as loan guarantees for aircraft exports. Currently, three seats on Ex-Im's five-member board are vacant, one for a Democrat and two for Republicans.
