The Indian government hopes that a meeting of trade ministers taking place in New Delhi this week -- which is focused on process and not on substantive negotiations -- can translate the stated political commitment by many countries to seek a conclusion of the Doha round of global trade talks by the end of next year into a more concrete action plan for negotiations in the coming months.

U.S. Trade Representative Ron Kirk will attend a meeting of trade ministers being hosted by India in New Delhi Sept. 3-4, according to a USTR spokeswoman. However, the spokeswoman said she was not certain which precise dates Kirk would be in India.

During a week of international negotiations on a post-Kyoto Protocol climate change pact that wrapped up late last week in Bonn, Germany, India proposed a provision in the treaty that would ban the use of border tariffs to be used on countries that fail to take certain action to combat global warming. The lead U.S. negotiator at the talks defended the use of such border tariffs and rejected the proposal.
