Senior officials from the U.S. and six other trading partners broke off Doha round agriculture talks late last week after failing to reach a breakthrough on a special safeguard mechanism (SSM) for developing countries, which was seen as a gateway issue to resolve before proceeding to other areas, according to Geneva sources.

House Foreign Affairs Committee Chairman Howard Berman (D-CA) said today (Sept. 9) that he remains to be convinced that the U.S.-India Civil Nuclear Cooperation Agreement meets all the requirements of the Hyde Act, which authorized its negotiation, and can be considered by Congress this month.
