Japan last week flatly rejected a proposal presented by an official with the Office of the U.S. Trade Representative that would allow U.S. cars to benefit from Japan's cash-for-clunkers program by opening it up to all new cars instead of setting specific standards that only Japanese models meet, according to informed sources.
