Canadian pipeline firm TransCanada said Wednesday (Jan. 6) it intends to launch an investor-state challenge against the United States under the North American Free Trade Agreement (NAFTA) seeking over $15 billion in damages as a result of the U.S. government's decision to deny its application to build the Keystone XL pipeline.

The final Trans-Pacific Partnership (TPP) deal announced this week contains rules of origin for the automotive sector that require 45 percent regional value content for finished vehicles under a complicated accounting method, along with a regional value content threshold between 35 and 45 percent for auto parts, according to informed sources.

The head of the association representing Mexican auto companies this week said his group was “comfortable” with the 45 percent regional value content requirement for finished motor vehicles included in the Trans-Pacific Partnership (TPP) agreement, even though North American automakers had previously pressed for 50 percent.

The United States, Japan, Canada and Mexico last week fell short of reaching an agreement on the automotive rules of origin for the Trans-Pacific Partnership (TPP) after two days of talks, during which officials explained their positions and discussed their views on how to advance the negotiations without setting a date for their next meeting, according to a Japanese official.
