Malaysia, Indonesia, Russia, Taiwan and Thailand are the five members of the Asia-Pacific Economic Cooperation (APEC) forum that failed to meet an end-of-2015 target for implementing tariff cuts on 54 environmental goods agreed upon in 2012, according to implementation plans published by the APEC Committee on Trade and Investment on Jan. 28.
