The Office of the U.S. Trade Representative, the State Department and the Labor Department will likely be involved in efforts on the U.S. side to devise benchmarks for progress that Colombia must make to strengthen labor rights and curb violence against labor leaders, a process meant to lead to congressional approval of the U.S.-Colombia free trade agreement, according to informed sources.
