Colombia’s new labor minister this week declared that his country has fulfilled its obligations under a labor action plan (LAP) that was politically linked to passage of the U.S.-Colombia free trade deal, even as labor groups and the U.S. government have continued to criticize Bogota’s implementation of certain aspects of the plan.

The Obama administration agrees with the AFL-CIO and Colombian labor groups that Colombia needs to take more steps to improve its labor rights regime and the protection of labor activists, but remains at odds with the labor groups over the extent to which Colombia has complied with its obligations under a labor action plan that was politically linked to the U.S.-Colombia free-trade agreement and had its third anniversary this week.

The AFL-CIO and Colombian labor groups this week called for the U.S. and Colombian governments to extend consultations under the bilateral labor action plan for another four years beyond 2014, and both called on the two governments to set better benchmarks for measuring progress, according to separate but similar recommendations issued on April 7.
