U.S. pharmaceutical companies represented by the Pharmaceutical Research and Manufacturers of America (PhRMA) are charging that South Korea has not fully met a key obligation in the pharmaceutical chapter of the U.S.-Korea free trade agreement, despite the Obama administration's formal determination last month that Korea has taken all of the steps necessary to implement the deal.

The Office of the U.S. Trade Representative early this morning (Feb. 21) announced that the U.S.-Korea free trade agreement will enter into force on March 15, setting a start date for the first phase of tariff cuts on a wide range of products and the introduction of new standards for intellectual property and services trade.

South Korean trade minister Kim Jong-hoon last week said his country is “carefully” monitoring the ongoing negotiations for a Trans-Pacific Partnership (TPP) agreement, but is for the time focused on the implementation of the free trade agreement it has negotiated with the United States, which he expects to enter into force before Feb. 1.

South Korea's ruling party today (Nov. 22) used its super-majority in the country's National Assembly to ratify a free trade agreement with the United States and 14 bills needed to implement the deal in an unannounced plenary session, over the objections of opposition lawmakers who had sought to remove the FTA's investor-state provisions.
