Rep. Joseph Crowley (D-NY) said this week that he expects a strong, possibly even a majority vote from House Democrats for the U.S.-Korea free trade agreement, in part because the United Auto Workers (UAW) union supports the deal after the Obama administration secured a variety of changes to its auto provisions.

The U.S. and South Korea have not yet reached a final understanding on how South Korea will implement its commitments to the European Union under the EU-South Korea free trade agreement to protect geographical indications (GIs) for various cheeses in such a way that does not undermine U.S. cheese exports to South Korea, sources said.

The United States and South Korea early on Friday (Dec. 3) struck a deal supplementing their bilateral free trade agreement with a variety of changes that are largely in the automotive sector but offer no further opening of the Korean beef market from the FTA.

In this week's talks with the U.S., South Korean negotiators are continuing to resist U.S. demands for additional concessions in the auto sector, such as a longer phaseout for a U.S. car tariff, and are insisting that any major concessions they make would have to be offset with U.S. concessions on agriculture, sources said.

U.S. Trade Representative Ron Kirk will meet with South Korean Trade Minister Kim Jong-hoon this week in Columbia, Maryland in order to continue negotiations on issues related to the U.S.-South Korea free trade agreement, according to a Nov. 28 press release from the Office of the U.S. Trade Representative.

At a meeting with President Obama yesterday (Nov. 18), leading members of the House Trade Working Group reiterated their position that when it comes to the U.S.-South Korea free trade agreement, the administration must do more than negotiate changes on auto and beef issues.

The Colombian government is not worried that the Obama administration has prioritized completing the Korea free trade agreement over the U.S.-Colombia FTA because even if Congress votes on the Korea deal first it would amount to a positive signal in favor of free trade, Colombia's new ambassador to the U.S. said this week.

U.S. and Korean negotiators made little progress last week on U.S. demands for more beef market access, as South Korean negotiators refused to engage substantively due to the political sensitivity of the issue, sources said.

AFL-CIO President Richard Trumka on Nov. 16 declined to say whether his organization would be able to support a final deal on the U.S.-Korea free trade agreement that only deals with the issues of improved market access for U.S. auto and beef exports, even though the AFL-CIO has pushed for broader changes.
