Agriculture Secretary Tom Vilsack today (Jan. 26) said he has not yet decided whether to delay the effective date of a mandatory country-of-origin labeling (COOL) rule, after the U.S. Department of Agriculture had last week announced that it intended to delay the March 16 effective date by 60 days.
