The bipartisan leaders of the House Energy and Commerce Committee and its Health subcommittee in a June 22 letter strongly urged the House leadership to bring to the floor a measure that would repeal the Department of Agriculture's catfish inspection program, which has caused trade friction with Vietnam and been pulled into the debate over food safety implications of the Trans-Pacific Partnership.

The leadership of the House Agriculture Committee and the chairman of the House Appropriations Agriculture Subcommittee have urged their colleagues to oppose the transfer of catfish inspection from USDA to the Food and Drug Administration, which they charged at a minimum involves the misuse of the Congressional Review Act (CRA) and would fail to protect the health of U.S. consumers.

A majority of House Republicans on June 15 signed a letter urging leadership as early as next week to take action on a Senate-passed resolution that would repeal the U.S. Department of Agriculture's catfish program and move the inspection of catfish from the stricter oversight of USDA's Food Safety and Inspection Service back to the Food and Drug Administration.

The Obama administration is engaged in an intense effort to open the Chinese beef market in which animal traceability is the last remaining issue in reaching an agreement to lift the ban on U.S. beef imposed after the outbreak of bovine spongiform encephalopathy (BSE), U.S. Agriculture Department officials said this week. USDA and USTR are working together on the negotiations.

The Canadian dairy industry, in an ongoing fight against what it sees as a glut of U.S. imports of ultrafiltered milk, has instituted a temporary program that allows Canadian cheese manufacturers to buy domestic ingredients at world market prices, as opposed to the usually higher price controlled by its national supply management system.

The fight over a bipartisan bill to repeal a strict USDA catfish inspection program supported by domestic catfish producers continued last week on Capitol Hill, as 21 mostly Republican House members sent a letter urging leadership not to take up a Senate-passed resolution that would end inspections under the USDA Food Safety Inspection Service program and return the inspection authority to the Food and Drug Administration.
