Sugar policy changes contained in the commodity title of the 2008 farm bill are still not in place and may remain unimplemented for a while longer, according to U.S Department of Agriculture sources. A final rule implementing Title I of the farm bill was sent to the Office of Management and Budget (OMB) on Dec. 31 but then stalled due to a White House directive to hold certain pending rulemaking efforts to allow incoming appointees to review them.

Agriculture Secretary Tom Vilsack this week caused a stir over mandatory country-of-origin labeling (COOL) on the eve of President Barack Obama's visit to Canada, by calling on U.S. meat packers to adopt stricter labeling requirements for meat than envisioned in the 2008 farm bill.
