GENEVA – Representatives from the “Cotton 4” group of West African cotton-producing nations last week welcomed offers of new development assistance from the United States, European Union and China, but expressed their continued frustration that trade negotiations on the cotton issue remain stalled in the World Trade Organization.

The eighth World Trade Organization ministerial conference wrapped up over the weekend with two major trade outcomes -- the completion of a renegotiated Government Procurement Agreement (GPA) and the official invitation of Russia into the WTO -- but also a worrying sense that U.S.-China relations on trade are growing increasingly tense.

GENEVA – The World Trade Organization ministerial that wrapped up over the weekend made clear that WTO members have no idea how they can collectively move forward the Doha round in the coming years, and that they foresee a relatively quiet year ahead in which they begin exploring their possible options for salvaging at least some elements of the stalled round.
